The General Services Administration (GSA) is essentially the real estate agency of the U.S. government; the Center for Historic Buildings is involved with numerous historic federal properties, handling leases, historic renovations, and maintenance, among other activities.

Samantha’s primary project was to investigate the use of a particular section (Section 111) of the National Historic Preservation Act (NHPA) by federal agencies, resulting in an Issues Paper providing recommendations for further investigation into the use of Section 111 by federal agencies as well as recommendations for better utilization of Section 111 by GSA.

Her second project involved assisting GSA with the ongoing significance assessment of their mid-20th-century modern buildings. This included reviewing the GSA database of over 550 mid-century modern buildings and providing suggestions of methods for systematic assessment of significance based on her own experience in Australia.
